The Context
Since September 2023, Kloten, a dynamic city near Zurich, has been at the forefront of innovative micromobility management. With 150 shared vehicles operated by six different providers, the city has successfully implemented a comprehensive regulatory framework through Vianova's Cityscope platform. This initial deployment established a foundation for organized micromobility operations, but Kloten's vision extended beyond basic regulation.
The Challenge
While GPS technology is core to micromobility tracking, its inherent limitations become apparent in denser urban environments. The standard GPS accuracy from MDS feeds is generally accurate within 7 metres, which often proves insufficient for precise vehicle location verification in relation to regulations. This is a core challenge for mobility managers attempting to identify and reduce public right-of-way (PROW) violations. This technical constraint, combined with complex communication channels between stakeholders, presented a significant hurdle in effective micromobility management.
The Solution
Kloten's approach demonstrates how cities can evolve their micromobility management from basic regulation to active enforcement. Building on their successful implementation of Vianova's Cityscope platform, which established clear regulatory frameworks and streamlined provider communication, the city took a bold step forward in April 2025. By integrating Cityscope's mobile interface into their police force's daily operations, Kloten transformed how officers interact with shared mobility services on the ground.

The incorporation of mobile-enabled enforcement showcased remarkable efficiency in both training and deployment. In a focused session led by Vianova's Gian-Luca Tellenbach, five police officers mastered the mobile platform in just 20 minutes.
This rapid onboarding demonstrates the intuitive nature of the solution, allowing officers to immediately begin identifying and reporting incorrectly parked devices. The mobile interface provides officers with a streamlined tool to locate live infringement hotspots, identify incorrectly or dangerously parked devices and report violations directly to operators. This direct line of communication eliminates the traditional bureaucratic delays in addressing parking issues, and integrates directly with the fleet management operations of each local provider.
Technical Innovation

The solution specifically addresses the challenge of GPS inaccuracy in dense urban areas, a common problem around transportation hubs like Kloten's train station. By giving officers the ability to verify and document vehicle locations in person, the platform bridges the gap between digital tracking and real-world enforcement.
The user-friendly mobile interface enables officers to quickly identify vehicles, document violations with photo evidence, and communicate directly with operators for swift and accountable resolution.
Results
This enhanced approach to micromobility management has created a more efficient and effective enforcement process. The streamlined workflow allows officers to move from identification to resolution in minutes, rather than hours or days under traditional systems. The incorporation of visual documentation of infringements also represents a crucial source of truth around parking infringements, which are often contested by operators on the basis of GPS inaccuracy. By bridging the final gap in public right-of-way management, Kloten has created a model for other cities facing similar challenges.
