An IT only architecture cannot show the big picture of the Enterprise because processes are executed by people and other non-IT technologies. 
For the big picture, one needs the business structure and its works i.e. the business architecture. 
Business and IT architecture are both necessary for the Enterprise description and more they have to be aligned. 
To achieve a unified Enterprise view, EA coordination under the same management is then a must. 
The EA architect may be hard to find but the CEO should be even harder to find and it's not.
